5 GEMS Ltd (Generic Estate Management Service) is a multidisciplinary management and legal consultancy built on more than two decades of frontline experience in housing, property, and public law.
Founded by Muhammad Arshad Khan, FCMI, the company integrates management, law, and social responsibility to support fair, efficient, and compliant outcomes for individuals, communities, and public bodies.

Founder & Lead Consultant
A Chartered Management Fellow and legal professional with over twenty years of combined experience in local government and private sector management, housing, and legal practice.
Mr Khan is currently progressing his candidature for professional membership of the Royal Institution of Chartered Surveyors (RICS) through the Senior Professional experiential route.
He leads 5 GEMS with a focus on structured process design, legal governance, and evidence-led practice.

The name 5 GEMS (Generic Estate Management Service) reflects the consultancy’s twofold philosophy:
It represents our five core areas of practice — property management, housing law, public law, litigation support, and social impact.
It also symbolises the five sequential phases of our Front-Loaded Pre-Action Strategy (FLPAS) model, which underpins our structured approach to fairness and early resolution.
Together, these principles define how 5 GEMS brings clarity, accountability, and value to every instruction.
